Winnipeg proposes 50-year lease for John Blumberg Park with Red River Ex

The city is working with Red River Exhibition Association to start a 50-year lease for John Blumberg Park.

John Blumberg Park could soon be under control of the Red River Exhibition Association as the city works on a lease agreement for the land.

A new report to be discussed at the property and development committee shows the Public Service created a lease agreement with Red River Exhibition that would see the organization take over the land for up to 80 years. The association would be responsible for managing and maintaining the area.

Softball Manitoba had previously leased the sports complex at the park, but that ended in 2023, as the organization was unable to afford the $3 million price tag to deal with repairs, as the structure was showing signs of deterioration.

The city launched a request for proposals (RFP) for the complex the following year, but it was unsuccessful. A second RFP included the soccer fields, and the Red River Exhibition was selected for the lease.

The original lease is 50 years, with the ability to extend for three more 10-year terms.

The rent would be $1 every year, plus GST and administrative fees. The report notes Red River Exhibition would be responsible for all costs, including taxes, operating expenses and repairs and maintenance.

Red River Exhibition Association CEO Garth Rogerson said after seeing the area sit vacant, he knew it was something the organization needed to take on.

“It’s not a money-making venture. It’s basically a break-even kind of thing. But I think what it is, is very important to the community to have these green spaces, these recreational facilities,” said Rogerson.

The Exhibition has already started some repair and upgrade work, Rogerson said.

This agreement wouldn’t just be about fixing up the sports complex, as Rogerson said he wants to make the area a sports destination. Upgrades could see the area be used for lacrosse, pickleball and other sports. There are also plans for retail spaces and restaurants.

“You really have a blank slate out there, just a huge grass area that allows you to do multiple things,” he said. “It’s going to take us time, nothing happens overnight. But within the next three to five years, you’re going to see a transformation that’s going to be incredible.”

If everything gets approved by council, Rogerson hopes work can get started early next year.

He also points out this deal will not cost the city any money. All the work that is planned would be handled by Red River Exhibition.

“We will fund the development of that property. All we need from the city is the assurance that we can do that for many, many years.”

The property and development committee will review the report on July 6. If approved, it will be moved on to EPC and then council.
