Saskatoon unveils plan to tackle homelessness and housing affordability

The City of Saskatoon has announced a five-year housing strategy aimed at reducing homelessness and improving affordability.

The city’s affordable housing strategy, dubbed HOUSING Saskatoon, focuses on diversifying housing, boosting affordable supply and ensuring fair access to housing.

According to the city, about 10 per cent of Saskatoon households — roughly 11,000 households — are experiencing housing insecurity, with low-income families, single mothers, seniors and Indigenous residents most affected.

The city says rising rent, a shortage of affordable housing and growing homelessness underscore the urgent need for a coordinated response.

The strategy sets five key goals: diversifying housing options, increasing affordable supply, strengthening partnerships, raising public awareness and promoting equity in access.

It outlines several targeted actions, with most set to begin immediately.

The city says progress will be tracked, with updates given to city council every year.

The strategy will be reviewed Oct. 8 by the standing policy committee on planning, development and community services, as well as the finance committee.

Councillors will consider three budget options, with each offering different levels of municipal funding: $2.525 million, $4.55 million or $8.6 million for 2026 and 2027.

The proposed budgets will be part of council’s 2026-27 business plan and budget discussions.

Lesley Anderson, the city’s director of planning and development, says dedicated municipal funding is essential to qualify for time-sensitive federal and provincial grants, and to keep Saskatoon competitive with other cities.

“A stable and predictable funding model is essential to support the implementation of our affordable housing strategy and respond to urgent housing needs,” Anderson said in a news release.

City administration is also proposing a new funding source, allocating 15 per cent of profits from the Neighbourhood Land Development Fund to Saskatoon’s housing program.

“To sum it up, the city administration is bringing forward a strategy to assess housing needs, expand available options, accelerate construction and ensure stable funding for the future,” Anderson added.
