Former RMT disciplined for ‘unsubstantiated billing,’ failing to share documents with regulator

A former registered massage therapist has admitted to professional misconduct involving “unsubstantiated billing” and failing to produce documents requested by his regulatory college.

Brandon Benson entered a consent agreement with the inquiry committee of the College of Complementary Health Professionals of B.C. last week, bringing an end to an investigation the college began nearly three years ago.

A summary of the consent agreement published on the college’s website indicates Benson admitted to breaching sections 4 and 19 of the college’s code of ethics for RMTs.

Section 4 requires RMTs to “refrain from any involvement, direct or indirect, in fraudulent billing activities,” while section 19 requires them to “respond to any inquiries, requests and directions from the college in a professional, responsive and timely manner.”

According to the summary, the inquiry committee began investigating Benson’s billing practices in July 2023. The document does not elaborate on the specifics of the Burnaby man’s misconduct, saying only that he admitted to “unsubstantiated billing” and failed “to produce documents requested by the college.”

Benson became a former registrant with the college in January 2025 “after not being eligible to renew his registration,” the summary reads.

As discipline for his misconduct, Benson agreed to a formal reprimand from the college, a $600 fine and $600 in investigation costs.

He also agreed to serve a three-month suspension if he ever applies for reinstatement and is successfully reinstated as an RMT. Such a reinstatement would also require him not to repeat the misconduct and to complete an ethics course before he could resume practising.

“Should the former registrant seek reinstatement of his registration with the college, such reinstatement will not automatically be granted,” the summary reads. “The college’s licensing committee will evaluate the application for registration under the Health Professions and Occupations Act and the college’s bylaws.”
