Regina police officer who misused database, makes first court appearance

Const. Clinton Duquette was scheduled to make his first court appearance on Monday.

The Regina police officer has been charged under the Local Authority Freedom of Information and Protection of Privacy Act.

In December, the Office of the Saskatchewan Information and Privacy Commissioner found Duquette accessed the information of six people, a total of 67 times without a legitimate need between 2021 and 2024.

One of his alleged victims, who requested anonymity due to privacy concerns, spoke to reporters outside the court house, alleging Duquette searched them up multiple times a day.

“I’m standing up for every other woman who can’t speak. I have had to live in fear and silence for a very long time. I was threatened for speaking up, by him. I have to get back my power. I am not going to live in fear,” they said.

Duquette was reprimanded by the Regina Police Service in the form of a one-day suspension without pay, as well as the requirement of re-taking a one-hour privacy training course, and the re-signing of the RPS confidentiality protocol.

That is not nearly good enough in the eyes of his alleged victim.

They relayed to the media that they want to see a much more severe punishment.

“Saying this should not be tolerated and needs to send a clear message to police that they need to do better and protect the public.”

In a response to CTV News, RPS said it would not comment at this time, due to the matter being before the courts.

Duquette’s next court appearance is set for July 20.
