Montreal SPCA launches 24/7 hotline to report animal abuse

SPCA Montreal is launching a 24/7 hotline, allowing people to report cases of animal abuse and neglect.

The Montreal SPCA launched a 24/7 hotline Tuesday, allowing callers to anonymously report any incidents of abuse they witness.

The move comes in response to a steady increase in reports of animal cruelty and abuse.

“There are many animals out there that need care and follow-up, and we’re the investigation office that does that here,” said Debrah Dunlop, assistant director of the SPCA Investigation Division, which follows up on tips.

The division works with local police, the province and the Crown prosecutor’s office to enforce Quebec’s animal welfare laws. They have the authority to enforce Criminal Code provisions dealing with animal cruelty and severe neglect anywhere in the province.

In March, investigators followed up on a tip and rescued Linus, a dog who was so emaciated he could not even stand up.

The SPCA investigation led to charges against his owners. The suspects appeared in court in September, and pleaded not guilty to two criminal charges. A trial date has not yet been set, but if found guilty, they could face up to five years in prison.

In 2024, the bureau handled over 9,000 inquiries, resulting in the removal of 179 animals from their environment.

While they can be overwhelmed with calls and have to prioritize serious cases, Dunlop said there are still too many people who aren’t aware of the investigators’ work, and how it can save animals from harm, giving them a second chance.

Linus has been adopted and has healed from most of his injuries.

Dunlop, a retired police officer, said these kinds of crimes are hard to witness and investigate.

“We have to do it whether we want to or whether you feel up to it or not,” she said. “Somebody’s got to take care of an animal that’s suffering.”
